Member Update: Confirmed Rise and Fall Outcomes | April 2026
AfPA has been negotiating at pace with state and territory road authorities across Australia to secure fair contract settings for members in response to the ongoing bitumen and fuel supply disruption.
We are pleased to report that rise-and-fall provisions for bitumen, based on current costs, have been confirmed in Queensland, New South Wales, South Australia and Western Australia for state works. Discussions with Victoria, Tasmania and the Northern Territory are continuing. Fuel cost relief mechanisms have been confirmed in Western Australia and South Australia, with further negotiations underway in all remaining jurisdictions.
These outcomes reflect the strength of AfPA’s relationships with government and the advantage of a coordinated, national approach to industry advocacy. AfPA moved early to engage directly with ministers and senior road authority leaders, and that early action has ensured our industry has a voice in the rooms where decisions are being made.
This update also addresses the Federal Government’s National Fuel Security Plan agreed by National Cabinet on 30 March 2026, including the halving of fuel excise, the release of national fuel reserves, and what the plan’s four-level framework means for our sector.
Members are urged to continue tracking actual fuel usage across all contracts using the AfPA Fuel Cost Escalation Calculator. This data will be essential when fuel recovery mechanisms are finalised.
