Rise & Fall Settings Update: Bitumen and Fuel Confirmed Outcomes | May 2026
AfPA secures updated cost recovery mechanisms across six jurisdictions and continues to advocate for members in remaining states and territories.
The Australian Flexible Pavement Association (AfPA) has today released a Member Update on the outcomes secured for the flexible pavement industry in response to the ongoing bitumen and fuel supply disruption.
Following direct engagement with ministers, directors general, and chief engineers in every state and territory, AfPA has confirmed bitumen rise-and-fall mechanisms that reflect current-cost recovery in Queensland, New South Wales, South Australia, Western Australia, and now Victoria, with discussions continuing in Tasmania and the Northern Territory.
Fuel cost recovery mechanisms have also been confirmed in Queensland, New South Wales, South Australia, Western Australia, and Victoria, with remaining jurisdictions in progress.
This update builds on AfPA’s initial communication of 2 April 2026 and provides a consolidated state-by-state summary of confirmed outcomes as of 1 May 2026, along with guidance on fuel usage tracking requirements and the Association’s forward priorities.
